STRATEGIC PLAN 2019-2023
Rémy Louis BUDOC
Member of the Management Board
Director of Prospective and Development
GPM’s second strategic project is planned from 2019 to 2023.
This roadmap is the result of a collegial process based on work with
different professional categories and local public stakeholders. It
also responds to the national port strategy.
In addition to the finalisation of certain projects launched under the first plan, the priority for this new
phase of development is to complete the modernisation of handling methods in the port and the
digitalisation of its services and activities, the development of land with high environmental impact,
the support for the outreach of French Guiana in the inter-regional context thanks to strategic projects
in the eastern and western regions. The construction of new headquarters is also foreseen by this
roadmap, which also has the goal of making GPM a lever for potential growth in the industrial sector,
timber industry, blue economy, circular economy, tourism and renewable energy.
The investment plan required to implement this project amounts to €150 million. €50 million has
already been injected into the execution phase thanks to financial commitments and subsidies from
the French government and Europe.
Human resources will also be necessary to bring the five-year project to fruition. In addition to the jobs
inherent to the new entities that will emerge from this (biomass plant, modernisation and construction
projects), we must conduct training and organise the ramping up of our teams.
Port professional will be the first beneficiaries of these operations, which will improve port performance
with the reception of larger vessels thanks to the renovation of the wharfs, the installation of
companies specialised in waste recycling, the implementation of a safer and more rewarding working
environment, the shortening of unloading and loading times, which will facilitate the export of their
production and will respond to the needs of French Guiana’s growing population.
At the end of the day, this very ambitious project will respond to the local demand to support the
development of French Guiana and the professionals that work there.
