This unified governance ensured that the Port had the means to not only modernise itself and respond
to its users and clients but also support the development of French Guiana in the face of international
competition. Seven years later, we can congratulate ourselves for having achieved these objectives.
ITS RELATIONS WITH ITS CLIENTS
The professionals of the Port, represented by the Union Maritime Et Portuaire, immediately showed
their interest for the implementation of the GPM. We were able to count on their commitment to the
reform, and even though certain difficulties came up during the first phase of the organisation, we were
able to overcome these in the interest of the development of the Grand Port.
The fact that the professionals were already present, coupled with the support to the UMEP, was a great
help to our growth. The UMEP, which brought forward proposals within the development committee,
allowed us to ensure a balance between social/professional stakeholders and our work groups. This
collaborative work contributed to the success of our first Strategic Project for the period 2013-2018.
Just to highlight a few examples of our realisations over this period, we have modernised the
infrastructures with the reconstruction of wharf 2 and the development of container terminal, secured
the maritime access via rock excavation work, the organisation dredging and towing vessels at Dégrad
des Cannes and Kourou thanks to a vessel with the capacity to perform at Dégrad des Cannes both
dredging and towing, probably a vessel that is unique worldwide.
We have also extended our land with the transfer of 15 hectares of land by the French government and
the acquisition of 3 hectares via the French Guiana Territorial Authority with the goal of enlarging the
port area and developing this in the frame of our next strategic plan.
ITS POSITION WITHIN FUTURE PROJECTS
The second Strategic Project, which covers the period 2019/2023, should naturally complete the projects
initiated during the previous plan, in particular the completion of the modernisation of the port with
the entry into service of two port cranes in 2021. The digitalisation of the port will also be one of our
priorities.
As indicated above, we are going to capitalise on our real estate by hosting new companies. Priority will
be given to eco-responsible entities.
We would also like to ensure a more durable presence in the east of French Guiana with the creation of
a dry port in Saint-Georges, a logistics platform that would allow us to develop our relations with Brazil,
and more precisely Amapá. For the west of French Guiana, we aim to build a Fuel Terminal that would
be located in Saint-Laurent, in the frame of the OIN.
The objective of the Grand Port with regard to this second strategic project is to support French Guiana’s
integration into its regional environment while assuming our environmental and societal responsibilities.
THE PLACE OF TRAINING IN ITS OPERATIONS
When I refer to the societal responsibility of the Grand Port, it is to clarify our ambitions in this context.
In particular, we must endeavour to be an exemplary organisation with regard to young persons.
The approach recommended in all Port departments is to respond, obviously in coherence with our
hosting capacity, to internship requests from students at all levels: Schools, universities, interns
from the Business School in Cayenne, IUT Kourou or BTS students from Saint Laurent as well
