THE CONTEXT OF THE CREATION OF THE GRAND PORT
MARITIME DE LA GUYANE
At the end of the 90s, France wanted to modernise its port infrastructures.
This aim took form through the deployment of legislative and regulatory
measures with the goal of reorganising existing ports to address sovereign
state missions whilst at the same time making them more competitive with
regard to the other European ports.
An important step was taken with the enactment of the Law of 4 July 2008, creating on this occasion the
Grands Ports Maritimes within mainland France.
It is important for France to equip its overseas territories with this same modernised and competitive
tool, the goal of which is to respond to the economic development of ports. This is how, in 2012, through
the Law of 22 February 2012, this reform was extended to French Guiana, Guadeloupe, Martinique and
La Réunion.
At the time, the Port of Dégrad-des-Cannes was managed by the Chamber of Commerce and Industry
via a concession attributed by the French government, and the operation of the installations in Pariacabo
were entrusted to CNES. It was therefore necessary to change the governance, create a public body
and give it the resources to operate. This is how the Grand Port Maritime de la Guyane was born, and
officially implemented on 1 January 2013.
ITS OBJECTIVES
I arrived in French Guiana in September 2012 with the task of preparing the Grand Port Maritime, which
was 4 months before the start of its activities, a task entrusted to me by the Transport minister and the
minister responsible for the overseas regions, before taking over as Chairman of the Management
Board of the Grand Port Maritime..
Together with my team, our first goal was to unify the control and management of the entity. This new
organisation allowed the professionals already present to benefit from a more effective and faster
decision-making circuit thanks to the identification of a defined interlocutor exclusively dedicated to
the development of the port.
